A Fast Track Means to Resolving Claims
The July 20 Austin American-Statesman editorial “Texas law proves patients bill of rights can work” makes a strong case for passage of a patient’s bill of rights as a means of improving healthcare. Four years ago Texas became the first state in the nation allowing patients to sue health maintenance organizations for harm resulting from the denial or delay of covered health benefits.

The Texas law has been hailed as a model because it gives patients the hammer they need to get the treatment they have paid for. Yet, it also discourages frivolous lawsuits. An independent review process must be exhausted before a patient can file a lawsuit. This puts complaints on a fast track and speeds resolution of claims.
