In 1999 the legislature did something quite unique. Rather than allow problems to boil over, lawmakers identified and closed lawsuit loopholes before they occurred.

1997-Tinkering Around the Edges
Several lawsuit reforms were adopted during the 1997 legislative session and none of the lawsuit reforms of 1995 were eroded.

1995-Sweeping Changes
The Texas legislature adjourned the 1995 session having passed seven lawsuit reforms. More civil justice reforms were passed during the '95 legislative session than in the previous 16 years combined.
